Campus Parking Rules and Regulations
GENERAL INFORMATION
All motor vehicles operating on the LSU Eunice campus must have a registration permit. Student decals must be placed on the left rear bumper or on the left side of the rear windshield (affix on the outside glass). If the decal is not properly affixed, the vehicle will be ticketed. Vehicles with decals that are blocked from full view, cut, altered or defaced will be issued a ticket. Student decals are not transferable to another vehicle.
- Student permits are valid from August to August of each Academic year
- The registration fee for students is $60 if purchased in the Fall, $40 if purchased in the Spring, and $10 if purchased in the Summer.
- Decals designate the areas in which vehicles are to be parked.
- Commuter Student decals allow students to park in any parking area not specifically designated for other purposes (i.e., Faculty/Staff, Handicap, etc.), on a first-come, first-served basis. Commuter Student decals are not valid to park inside of the Bengal Village Apartment Complex.
- Resident Students parking inside of the Bengal Village Apartment Complex must have a specific LSU Eunice Bengal Village Decal. Residents of Bengal Village are only allowed one vehicle to be registered and only one decal. This decal is valid for parking in student parking areas throughout the campus.
- Employees are issued hangtags once their vehicle is registered through the Parking Portal and must be displayed when parked on campus. Vehicles with hangtags that are blocked from full view, cut, altered or defaced will be issued a ticket. Beginning for the Academic Year 2025-26, Faculty Staff Parking Hangtags will be issued free of charge as permanent hangtags that will be valid until end of employment.
- Register for a permit through the Parking Portal linked below and provide valid vehicle information that will include make, model, color, license plate number, and state. ALL Permits will be mailed to the address provided during registration of vehicle.
- Once the vehicle is registered, the vehicle can be parked on campus without permits being displayed, for a reasonable amount of time to allow for receipt of permit in the mail. However, as soon as possible, the permit needs to be displayed properly on the vehicle, otherwise the vehicle will be ticketed.
- Commuter Student and Employee vehicles parking on campus will be given a one-week grace period starting the first day of class (5 class days) to register vehicles.
- Residents Students living in Bengal Village will be given a two-day grace period, from the date they move into housing, to register vehicles.
- Temporary permits are available to all students and employees that have a currently permitted vehicle, in the event their currently registered vehicle is not accessible/usable. Employees also have the option of using their hangtag in the whichever vehicle they are driving, but it must be displayed. Student decals are not transferable to another vehicle.
Parking Regulations
General Regulations
- It is the responsibility of all persons operating motor vehicles on campus to learn and obey traffic and parking regulations.
- Pedestrians only have the right of way when within marked crosswalk areas. However, drivers will proceed with caution when pedestrian traffic is present.
- Unless a different limit is posted, the speed limit is 15 mph on all campus streets and 10 mph in parking areas. Drivers must adjust their speed to less than these limits when conditions so indicate.
- Vehicles must park in areas specifically designated for vehicles bearing a particular decal.
- Parking decals are issued for students and hangtags for employees.
- Parking is permitted only in lots and on one side of Center Street (faculty and staff parking).
- Parking along other streets is not permitted. Vans and oversize or regular-size trucks are not allowed to park on Center Street. Please be especially careful on Center Street. Drivers backing out or individuals walking between cars should be on the alert for oncoming traffic.
- Vehicles must follow established traffic routes (indicated by arrows) in parking lots.
- Cutting across lots is not permitted.
- Vehicles must be centered in marked parking spaces.
- Parking on grass is prohibited
- Vehicles must not be backed into parking spaces on lots. Drivers should not pull across one parking space to reach the opposite space. Backing into a space or pulling across to an opposite space leaves the parked vehicle illegally facing against the flow of traffic. Authorized Emergency Vehicles are exempt.
- Vehicles must be registered by the end of the first full week of classes.
- Vehicle decals are valid from the date the car is registered until the following August 15.
- Vehicles must stop at all stop signs
HANDICAPPED PARKING
- In order to park in authorized ADA/Handicap spaces on campus, students or employees with state-handicapped placards are required to register with the LSUE Police and Security office. This is done by completing the ADA Registration Form and bringing a copy of their handicapped identification card, driver’s license, and/or Mobility ID/paperwork in for verification. Once an ADA placard is registered to a vehicle, LSUE Police and Security shall provide a sticker which should be immediately placed above the individual's LSUE decal on the vehicle or on the hangtag (employees).
- The sticker is intended to notify enforcement personnel in the field that the vehicle has registered the ADA placard with the department. The sticker alone does not grant the vehicle the ability to park in accessible parking spaces, an ADA placard must also be displayed in the vehicle by Louisiana Law.
- Louisiana law states, a person with a disability must be in the vehicle, either as the driver or passenger, when using a handicap parking permit. The person to whom the handicap status has been granted must also possess a picture ID to present if requested by law enforcement. It is illegal to use a handicap placard or special license plate to park in a designated space if the disabled person is not present.
Veterans Parking (Students Only)
- Designated Student Veteran Parking locations are located throughout the various parking lots on campus. These reserved parking spots are specifically for our students who have served in our nation’s armed forces. This courtesy does not apply to dependents of a veteran.
- In order to park in authorized Veterans spaces on campus, student veterans are required to register with the LSUE Police and Security office by completing the Veterans Registration Form and providing proof veterans status.
- LSUE Police and Security will provide a sticker which should be immediately placed above the individual's LSUE decal on the vehicle.
SCHEDULE OF FINES
- Failure to register a vehicle: $25
- Illegal parking: $25
- Moving violation: $25
- Cutting, altering, or defacing decal: $25
- Illegal parking in handicapped space: $75
- Vehicles receiving three or more tickets may be banned from operating on the LSU Eunice campus.
APPEALS
- A citation can be appealed within 10 business days of receiving the citation through the Parking Portal.
- When submitting an appeal, there must be significant and valid evidence that a parking violation was not committed. Valid documentation must be provided with the initial appeal.
- The Parking Appeals Committee meets monthly (typically the 1st Tuesday of each month).
- The following list of reasons are considered frivolous and will NOT be valid grounds
for an appeal:
- Ignorance of the regulation.
- Inability to find a permitted parking space.
- Late to class or appointment.
- Other vehicles were parked incorrectly.
- Operation of vehicle by another person.
- Operation of an unregistered vehicle.
- Stated failure to receive citation previously for similar offenses.
- Inability to pay fines.
- Disagreement with the Traffic and Parking Regulations.
