Certificate
Programs
These certificate
programs are composed only of technical courses and do not
include general education courses that are required in
associate degree programs. However, courses completed in
technical diploma, certificate, and competency area programs
may be applied toward associate degrees. A student who
wishes to enroll in the programs listed in this section must
apply for admission to LSUE to access these areas of study.
Environmental Health and Safety Technology
Technical Competency Area:
Safety Compliance
Students learn the
elements of industrial health, law, standards, and rules in
this five-course program. The TCA provides a cohesive
prospectus for educational and skill development of
personnel who aspire to become either an OSHA “competent
person” or a generalist who is knowledgeable about safety
theory, beliefs, practices, and future trends. Courses
include: HAZWOPER Management, Fundamentals of Industrial
Hygiene, Occupational Safety and Health Law, OSHA
Regulations, and Safety Management: OHSAS 18000.
Technical Competency Area:
Environmental Compliance
Students learn
environmental health science, law, environmental monitoring,
and emergency response to releases of hazardous materials.
This TCA provides educational and skill development for
personnel who work with hazardous materials, chemical waste,
or hazardous substances. Courses include: HAZWOPER
Management, Fundamentals of Industrial Hygiene,
Environmental Law, Environmental Regulations, and
Environmental Management: ISO 14000.
Certificate of Technical
Studies: Environmental Health and Safety Technology
This series of
courses (33 semester hours) provides the student knowledge
and skills to help organizations comply with current OSHA
and EPA regulations. The student will learn to anticipate,
recognize, evaluate, and control industrial health hazards.
Participants have the opportunity to engage in research and
apply critical thinking skills to produce a
regulatory-accurate loss control manual. Upon completion of
either the Safety Compliance or the Environmental Compliance
TCA (listed above), students may begin work on this
Certificate of Technical Studies. Additional courses
include: Contingency Planning, Risk Management, and
Supervision or Human Resources.
Technical Diploma in Quality
Environmental Health and Safety Leadership
This diploma
focuses on acquiring research, management, and leadership
skills in the environmental health and safety arena.
Students who complete the Certificate of Technical Studies
in Environmental Health and Safety Technology may complete
this 51-semester hour program by completing six additional
courses: Hazardous Materials, Advanced Hazardous Materials,
Loss Control Engineering, Quality Management: ISO 9001, DOT
Regulations, and either Computer Applications in Emergency
Services or Technology for Emergency Services.
Fire and Emergency Services
Certificate in Applied
Science: Fire Science Technology
This one-year
program of 36-semester hours is prepares students to be
firefighters or to work in related fields, such as fire
insurance, safety engineering, or fire equipment sales. It
introduces the fire protection field to students entering a
firefighting career. The program offers professional
development to those serving industry in various fire
protection areas. Courses include: Semester one—English
1001, a computer applications course, Mathematics 1011 or
1021, nine hours of Forensic and Fire Science electives;
Semester two—English 1002, Communications Studies, and
twelve hours of Forensic and Fire Science electives.
Certificate in Applied Science: Arson Investigation
This
one-year program of 33-semester hours prepares the student
for the career of arson investigator in fire or police
departments; insurance companies; manufacturing, processing,
or refining industries; and security organizations. The
program includes general education and a broad scope of
courses in criminal justice, fire science, and forensic
science for persons employed in loss prevention, security,
and fire protection areas.
Courses
include: Semester one—English 1001, Forensic Science (nine
semester hours), and Mathematics 1011 or 1021; Semester
two—English 1002, Criminal Justice 2151, a computer
applications course, Forensic Science 2237, a Communications
Studies course, and Fire Science 2502.
Medical and Health Services
The health care
industry needs employees in a variety of positions that
involve processing and managing information to keep patient
records, handle billing, and complete insurance claims for
medical reimbursement. Employees must be familiar with
medical terminology and coding and must know the correct
procedures to process medical and health information
efficiently. Managers are needed to supervise all of the
personnel and resources that contribute to an effective
health care system. Four
Technical Competency Areas (TCA)
are available.
Technical Competency Area:
Medical Billing
To earn
this TCA, students take three hours in Allied Health, one
3-hour Zoology course, and three 3-hour Office Information
Systems courses, for a total of 15 semester hours.
Technical Competency Area:
Medical Coding
This TCA
is similar to TCA: Medical Billing, consisting of 15
semester hours. The three 3-hour OIS courses focus on
medical coding rather than medical billing.
Technical Competency Area:
Medical Transcription
This TCA
is similar to TCA: Medical Billing, consisting of 15
semester hours. The three 3-hour OIS courses focus on word
processing and machine transcription.
Technical Competency Area:
Medical Billing and Coding
All third-party
reimbursements from insurance companies or the government
are based on medical coding that has to be accurate. To
meet the needs of the health care industry, LSUE offers a
technical competency area in Medical Billing and Coding.
Courses in this 15 semester hour area include: CPT Medical
Coding, ICD-9-CM Medical Coding, Health Insurance and
Medical Billing, Advanced Medical Coding, and Medical
Reimbursement Strategies.

Certificate of Technical
Studies in Medical Records and Health Information Technology
Students may apply
the course work from the Technical Competency Area to a
Certificate of Technical Studies in Medical Records and
Health Information Technology. This 33-semester hour gives
students training in handling records and other health
information used in keeping track of patients’ medical
history, treatment, and outcomes and in making insurance
claims and handling billing. Prerequisites cannot be
waived, but students may select to test out of any
prerequisite or courses in the program. In addition to the
course for the TCA in Medical Billing and Coding,
requirements include Medical Terminology, Pharmacology,
Human Anatomy, Microsoft Word, General Machine
Transcription, Advanced Machine Transcription, and Advanced
Medical Billing..
Technical Diploma in Medical
and Health Services Leadership
Students may enroll
in the 54-semester hour Technical Diploma Program in Medical
and Health Services Leadership after completing the
Certificate in Technical Studies in Medical Records and
Health Information Technology. The diploma is designed for
individuals who plan, direct, coordinate, and supervise the
delivery of health care and who serve as medical and health
services managers, both for specific clinical departments
and for entire facilities or systems. Additional courses
include: Records Management, Fundamentals of Health Care
Management, Contracts and Negotiations in Health Care,
Practice and Ambulatory Care Management, Medical Law and
Ethics, and Aging and Long-term Care Supervision or Human
Resources Management.
Crime Scene Management
The Crime Scene
Management Program focuses on crime scene investigations and
the collection, preservation, packaging, transportation, and
documentation of physical evidence left at the crime scene.
The program is an extension of LSUE’s nationally recognized
associate degree program in fire and emergency services.
The forensic specialists handling crime scenes must be well
versed in all areas of recognition, documentation, and
recovery of physical evidence and must know how to preserve
evidence for laboratory processing. Students learn the
importance of correctly handling evidence from the outset of
an investigation. They learn to collect both physical
evidence and testimonies from witnesses. All elements
needed for successful crime scene management are introduced.
Technical Competency Area:
Criminal Justice/Evidence Technology
The criminal
justice/evidence technician is usually a police officer who
specializes in such diverse fields as chemical and
microscopic analysis, handwriting and fingerprint
identification, or crime scene processing. Evidence
technicians help secure, document, process, and transport
evidence while keeping meticulous records of the chain of
evidence. The 15-semester hour area includes four courses
in Criminal Justice and one course in Forensic Science.
Technical Competency Area:
Security Management/Evidence Technology
Security
management/evidence technicians work in businesses and
government agencies to protect against fire, theft,
vandalism, terrorism, and illegal activity. These
technicians protect their employer’s investment, enforce
laws on the property, and deter criminal activity. This
15-semester hour area includes three Forensic Science
courses, one Criminal Justice course, and a Management
course.
Technical Competency Area:
Hazardous Materials/Evidence Technology
The hazardous
materials evidence technician identifies removes, packages,
transports, and disposes of various hazardous materials,
such as asbestos, lead, and biological, chemical,
radioactive, and nuclear materials. These materials can be
from a terrorist attack, criminal activity, or public or
industrial accident. This 15-semester hour area includes
four Forensic Science courses and one Criminal Justice
course.
Technical Competency Area:
Arson Investigation/Evidence Technology
The arson
investigation/evidence technician secures, documents, and
investigates all fire scenes for evidence of arson. The
technician is also responsible for the transportation and
proper storage of all fire evidence. This 15-semester hour
area includes four Forensic Science courses and one Criminal
Justice course.
Certificate of Technical
Studies in Evidence Recovery Technology
Students in the
33-semester hour Certificate of Technical Studies in
Evidence Recovery Technology will complete any one of the
four Technical Competency Areas and take additional courses
that will give them professional expertise in collecting and
processing a variety of evidence including photographs of
the scene, physical evidence, fingerprints, other
impressions left at the scene, and biological evidence. The
course work in addition to the TCA includes six courses in
Forensic Science.
Technical Diploma in Crime
Scene Management
Students who
complete the 57-semester hour Certificate of Technical
Studies in Evidence Recovery Technology may apply those
credits to earn this Technical Diploma. The diploma
includes criminal justice courses in interviewing and
interrogation, offering testimony in legal proceedings, and
writing reports. Student may also expand their knowledge of
chemical, biological, and radiological evidence and learn to
use computers to sketch crime scenes. Many students earning
this diploma serve a crime scene managers. Students will
take eight additional courses in Criminal Justice and
Forensic Science in order to earn the Technical Diploma.
